Buleleng Begins Organising Underground Utilities to Strengthen the Singaraja Heritage Area


Buleleng – The Buleleng Regency Government, Bali, has begun reorganising the utility network in the zero point area of Singaraja City as part of efforts to strengthen the city's heritage identity. The reorganization is being carried out along the main corridor from the Singa Ambara Raja Statue to the front of the Curastana Heroes Cemetery.

The Head of the Buleleng Public Works and Spatial Planning Agency (PUTR), I Putu Adiptha Ekaputra, explained that all electrical cables, telecommunications cables, and PDAM pipes will be moved underground so that the area is more organised, safe, and comfortable for the community.

"This underground cable arrangement is very important because we are working in the zero point area of Singaraja. This will make the area look neater and maximise the city’s aesthetic appeal,” said the Head of the Buleleng PUTR Department on Saturday (22/11/2025).

The arrangement is being carried out by constructing a special utility line that runs alongside the drainage channel but uses a different construction method.

“There is a special channel for water, while cables have their own concrete line. This way, the functions do not interfere with each other,” he explained.

According to Adiptha, the utility arrangement is coordinated with all network-owning agencies. All parties have expressed their readiness to support this initiative to realise Singaraja as a well-organised heritage city.

‘We want this area to serve as a model, as Singaraja holds significant historical value that must be preserved,’ he stated.

The initial phase of the work began in the eastern area, specifically in front of the Buleleng Regional People's Representative Council Office, then continued westward towards Pahlawan Street, in front of Curastana Cemetery, and northward towards Krisna Street, which is located around the heritage building Rumah Sunda Kecil.

In addition to moving utilities underground, the heritage area will also be equipped with CCTV cameras, security guards, and new green open spaces (RTH). The government targets at least 30 per cent of the area to be RTH to maintain air quality and control pollution. The electricity substation, which has been located in an open area, will also be moved to a closed location behind the regent's office gallery building.

‘There will be no more substations on the side of the road. We have prepared special locations for everything to make it more beautiful to look at and safer,’ Adiptha emphasised.

Buleleng Regional Secretary Gede Suyasa previously stated that this arrangement is part of the regional head's five-year vision to preserve the heritage identity of the Singa Ambara Raja area.

‘The arrangement will touch on the environment, sanitation, and utilities such as cables and pipes that have not been organised. Everything will be rearranged so that this area truly has a heritage feel,’ he explained.

The Public Works and Spatial Planning Department aims to complete the Detailed Engineering Design (DED) and tender process by the end of 2025 so that physical work can begin in early 2026. The project is scheduled to be completed within six months. “Our timeline is tight, as the area must be cleared by July. Therefore, everything must be completed on time,” Adiptha concluded.
